What is the Local Leadership and Collective Action Program?

The Local Leadership and Collective Action Program (LLCAP) is a cornerstone of The Voice Inc.'s (TVI) mission to empower local leaders and foster impactful coalitions to address shared challenges. Building on 15 years of experience, trusted relationships, and action on development issues, LLCAP seeks to amplify leadership and collective action for meaningful reform.

Public policy reforms in Papua New Guinea (PNG) have often been hindered by insufficient collective action on critical national and local development goals. Existing coalitions of government and non-government actors face significant challenges in mobilizing and sustaining momentum to tackle complex issues.

In response, LLCAP supports citizens in engaging more actively in participatory democracy by nurturing developmental leaders and networks, creating spaces and providing resources for coalitions to act on pressing public policy issues, and driving progress on national and community priorities.

Program Components

LLCAP is structured around three interconnected components to achieve its goals:

1. Knowledge, Dialogue, and Debates

This component fosters understanding and informed discussions on LLCAP’s focus areas by creating physical and online platforms for change agents to engage, share insights, collaborate, and catalyze action through robust debates and knowledge-sharing.

2. Developmental Leadership and Networks

This component supports TVI's strategic goal of cultivating developmental leadership by identifying and empowering influential leaders through tools, training, and mentorship, enabling them to address challenges within their spheres of influence while integrating closely with knowledge generation and collective action effort. A key program offered through this component is the Problem Driven Iterative Adaptation course, offered in Collaboration with The Building State Capability Program from the Harvard Kennedy School of Government .

3. Collective Action and Coalitions

LLCAP facilitates the creation and strengthening of coalitions comprising individuals, CSOs, government, private sector, faith-based organizations, and other stakeholders. These coalitions focus on policy development, amendments, and implementation in areas such as economic growth, governance, law and order, and social development.
