What is the Local Leadership and Collective Action Program?

Public policy reforms in Papua New Guinea (PNG) have been hampered by inadequate collective action around critical national and local development goals. Existing coalitions of government and non-government actors have found it challenging to mobilize and sustain momentum on issues and complex problems. In response The Voice Inc's Local Leadership and Collective Action Program (LLCAP), aims to support a network of groups and leaders acting on PNG's most challenging problems. The program works on reform in three ways; growing dialogue, knowledge and debate on an issue, then supporting leaders and organisations taking action on that issue and, around these leaders, encouraging a broader coalitions of actors to bring increased resources to the reform objective. 

 

What does the LLCAP offer?

The LLCAP offers its network a variety of tools, training and resources. This includes working with the Building State Capability team at Harvard University to offer their Problem Driven Iterative Adaptation (PDIA) course to 30 Papua New Guinean leaders each year. The first PDIA cohort was launched in September of 2021.

The Building State Capability Program and PDIA

Building State Capability (BSC) “empowers people to find context appropriate solutions to their problems, thus improving the implementation of their policies and programs”.  BSC offer a range of programs including delivering the PDIA course globally in 148 countries so far.

The Problem Driven Iterative Adaptation (PDIA) Course

“We believe that problems are entry points to change and working in teams is the vehicle for change.” – (BSC team)

PDIA is a step-by-step approach which helps you break down problems into root causes, identify entry points, search for possible solutions, take action, reflect upon what you have learned, adapt and then act again.  See stories of the first cohort of PDIA graduates from PNG here and the Case Study on the PDIA course 1 here.

All members of the 2023 PDIA Cohort will also be mentored by TVI leaders and previous graduates from within the PDIA network in Papua New Guinea.

Who are your PDIA mentors?

 

Professor Matt Andrews

Matt a Senior Lecturer in International Development at Harvard’s Kennedy School of Government. He has worked in over 50 countries across the globe as a civil servant, international development expert, researcher, teacher, advisor and coach. He has written three books and over 60 other publications on the topics of development and management. See more on Matt here.

Salimah Samji

Salimah is the Director of Building State Capability (BSC). She has more than 18 years of experience working in international development on the delivery of public services, transparency and accountability, strategic planning, monitoring, evaluation and learning. Before joining Harvard, she worked for the World Bank, Hewlett Foundation and Google. See more on Salimah here.
